2019年度十大网络用语 Top 10 online buzzwords

 

12月2日，国家语言资源监测与研究中心发布了“2019年度十大网络用语”。本次发布的十个网络用语依次为：不忘初心；道路千万条，安全第一条；柠檬精；好嗨哟；是个狼人；雨女无瓜；硬核；996；14亿护旗手；断舍离。

 

 

1、不忘初心 remain true to the original aspiration

“不忘初心”意思是不忘记最初的心愿。
 

习近平总书记在党的十九大报告中庄严宣告：
“中国共产党人的初心和使命，就是为中国人民谋幸福，为中华民族谋复兴。”
The original aspiration and the mission of Chinese Communists are to seek happiness for the Chinese people and rejuvenation for the Chinese nation.

其实，每个人都有一颗初心的种子，都应当寻找初心、牢记初心、保持初心，为实现自己的小目标努力奋斗，为实现中国梦添砖加瓦。

 

2、道路千万条，安全第一条 On countless roads ahead, safety comes first.

此语的流行源于电影《流浪地球（Wandering Earth）》中反复使用的一句台词，后被多地交警作为交通安全宣传用语采用。网友仿照该句式创造出多种“××千万条，××第一条”的用法，使这一网络用语得到了更广泛的使用和传播。

3、柠檬精 green with envy

“柠檬精”字面意思是柠檬成精，指很喜欢酸别人，嫉妒别人（be jealous of someone）。现多用于自嘲式地表达对他人从外貌到内在、从物质生活到情感生活的多重羡慕（envy someone for his/her good looks, wealth or love life）。
 

在英语里，green这个词经常用来表达“嫉妒、羡慕”等意思，除了green with envy以外，还有莎士比亚作品中多次出现过的green-eyed monster。

比如：

Chad is heading off to Spain for the week, and I'm green with envy.
查德这周要去西班牙，我酸了。

4、好嗨哟 be so high/get really high

这个词来源于同名网络歌曲，经过短视频达人改编并配合十分魔性的表演，引得许多人模仿，用于表达很高兴和兴奋的状态。

 

 

5、是个狼人 someone is a badass/crackerjack

这个说法由“是个狠人”演变而来的，意思是“比狠人再狠‘一点’”。通常用来调侃某人做事不按常理出牌，却又能取得奇效，给人一种出乎意外的很厉害的感觉。
 

Badass在美语中是一个非常流行的口语单词，你经常可以听到人们用badass来形容不同的人、或者物，可以用作名词或形容词。 

 

6、雨女无瓜 none of your business

这个谐音梗出自电视剧《巴啦啦小魔仙》，剧中游乐王子的扮演者操着一口迷之口音，普通话非常不标准。原本的台词“与你无关”，从他的口中说出来便成了“雨女无瓜”。于是便有网友制作了表情包在社交平台上进行调侃。
 

类似的口头禅还有：

7、硬核 hardcore

该词最早指说唱音乐（hip hop music/rap music）的一种形式，被认为更具有力量感。后引申为“核心部分、中坚分子”，有厉害、霸气之义。如：硬核技术（hardcore technology）指很关键、很核心的技术；说某人很硬核（someone is hardcore）可以指对方很强硬、很彪悍，跟“是个狼人”有点类似。
 

比如：

He is the hardcore engineer here -- we cannot do without him.
他是我们这的硬核工程师，没他可不行。

8、996 the 996 work schedule

“996”指工作时间从早上9点到晚上9点，一周工作6天（work from 9 am to 9 pm, six days a week），代表着中国互联网企业盛行的加班文化（overtime culture in internet companies）。
 

China's Labor Law prescribes that the working hours of an employee should not exceed an average of eight hours daily, or 44 hours a week.
中国的劳动法规定，员工每天工作不得超过8小时，或每周不超过44小时。

10、断舍离 simplifying life

一种生活态度，意思是把那些不必需、不合适、过时的东西统统断绝、舍弃，并切断对它们的眷恋（discard everything that is unnecessary, outdated or ill-suited and liberate yourself from it），“断舍离”之后才能过简单清爽的生活。

 

 

新能源汽车 new energy vehicles (NEVs)
 

12月3日，工业和信息化部发布《新能源汽车产业发展规划（2021-2035年）》（征求意见稿），描绘新能源汽车未来15年的发展蓝图。

 

Sales of new energy vehicles (NEVs) are expected to make up about 25 percent of the total new car sales and those of intelligent connected vehicles (ICVs) will be lifted to about 30 percent by 2025, according to the draft plan.
征求意见稿提出，到2025年，新能源汽车新车销量占比达到25%，智能网联汽车新车销量占比达到30%。

国家卫生健康委员会在官方网站发布《空气污染（霾）人群健康防护指南》，针对空气霾污染天气的健康防护需求，从知识传播、信念培养和防护技能等方面，给出公众综合健康防护对策和建议。
 

The guideline suggested that kindergartens, primary and middle schools as well as indoor gyms be equipped with air purifiers to reduce concentration of PM2.5. Schools should suspend outdoor activities and avoid strenuous exercise indoors, the guideline suggested.

指南建议中小学、幼儿园及室内健身场所等配置空气净化器，尽量降低PM2.5浓度；学校应当暂停室外集体活动并尽量避免室内运动。

 

 日本年度汉字 Kanji of the year

 

The Japan Kanji Aptitude Testing Foundation, or JKATF, announced on Thursday that "rei' was the public's top choice, reaping 30,427 votes among 216,325 suggestions received through online surveys and postcards.

日本汉字能力检定协会12月12日宣布，通过在线投票及明信片收集的216325个年度汉字选票中，“令”字以30427票高票当选。

2019年中国媒体十大新词语 Top 10 media buzzwords
 

12月16日，国家语言资源监测与研究中心发布了“2019年度中国媒体十大新词语”。

本次发布的十大新词语依次是：夜经济、5G元年、极限施压、止暴制乱、接诉即办、夸夸群、基层减负年、冰墩墩/雪容融、杀猪盘、乡字号/土字号。

 

夜经济 nighttime economy

夜经济指从当日18时至次日凌晨所发生的，以当地居民、工作人群、游客为消费主体，以购物、餐饮、娱乐、休闲等服务消费为主要形式的经济活动（business activities between 6 pm and 6 am in the service sectors including shopping, catering, entertainment and leisure）。

夜经济可以提高设施使用率、激发文化创造、增加社会就业、延长游客滞留时间、提高消费水平、带动区域发展，是城市消费的“新蓝海”，为当前经济发展注入了新动能，被称为“中国经济新兴活力源（new impetus for China's economy）”。

 

5G元年 epoch-making year for 5G

2019年，是当之无愧的“5G元年”。6月6日，中国移动、中国联通、中国电信三大运营商和中国广电获颁5G牌照（5G licenses）。此后约5个月的时间里，8.6万座基站（base stations）开始发射5G信号，20款5G手机终端入网测试，5G产业链进一步成熟。11月1日，三大运营商5G套餐（5G data plans）正式启用，5G开始真正走进人们的生活。

 

极限施压 exert maximum pressure

极限施压意为施加最高限度的压力，一般指中美贸易战以来，美国通过加征关税等（impose tariffs）方式对我国施加压力，进行贸易霸凌（trade bullying）。中美贸易问题应在平等和相互尊重的基础上妥善解决。运用极限施压的手段，只会加剧贸易摩擦（trade friction），无助于问题的解决。

 

止暴制乱 bring violence and chaos to an end

国家主席习近平在巴西利亚出席金砖国家领导人第十一次会晤时，就当前香港局势明确指出，止暴制乱、恢复秩序是香港当前最紧迫的任务（it remains the most pressing task for Hong Kong to bring violence and chaos to an end and restore order）。这既清晰宣示了中央政府对香港局势的基本立场和坚定态度，也为当前香港工作指明了方向和路径。

 

接诉即办 handling a complaint upon receipt

接诉即办指北京市为促进基层民生服务（to improve services for the people's livelihood at the primary level）而采取的一种重要举措和创新机制，即以12345市民服务热线为主渠道的群众诉求快速响应机制（quick response mechanism）。通过该机制，找准了服务群众“最后一公里”的痛点和难点，大大提高了为民办事的效率，真正回应群众的诉求，提升了群众的幸福感和获得感。

 

夸夸群 praise group

夸夸群指一种以“全方位地用华丽的辞藻疯狂地夸奖吹捧（overwhelming compliments and praise）”为主要内容的微信群。在夸夸群中，群成员可以享受到“夸人服务”，获得各种花式的称赞。这既是一种新兴的社交模式，也反映当今部分网民的一种情感需要。

 

支持者认为，赞美的话是正能量，能让人增加信心（boost confidence），减轻压力（relieve pressure）；反对者则称，夸张的互相吹捧，会让人盲目自信，甚至迷失自我（lose themselves）。

 

基层减负年 the year to reduce burdens on community-level officials

2019年3月，中共中央办公厅印发的《关于解决形式主义突出问题为基层减负的通知》，将2019年作为“基层减负年”，旨在贯彻落实习近平总书记重要指示批示精神，解决一些困扰基层的形式主义问题（the practice of formalities for formalities' sake），切实为基层减负，激励广大干部担当作为、不懈奋斗。这表明了党中央坚定不移全面从严治党（comprehensively strengthen Party discipline）、持之以恒狠抓作风建设的坚定决心。

 

冰墩墩/雪容融 Bing Dwen Dwen/Shuey Rhon Rhon

2022年北京冬奥会和冬残奥会吉祥物（mascots for the 2022 Winter Olympics and Paralympics）。“冰墩墩”意喻敦厚、健康、活泼、可爱，象征着冬奥会运动员强壮的身体、坚韧的意志和鼓舞人心的奥林匹克精神。

 

“雪容融”中的“雪”，象征洁白、美丽，是冰雪运动的特点（indicative of the snow and ice of winter sports）；“容”，意喻包容、宽容、交流互鉴（inclusiveness, tolerance and mutual learning）；“融”，意喻融合、温暖（integration and warmth），相知相融。“容融”，表达了世界文明交流互鉴、和谐发展的理念，体现了通过残奥运动创造一个更加包容的世界和构建人类命运共同体的美好愿景。

 

杀猪盘 pig-butchering scam/romance scam

一种网络诈骗（online fraud）方式，指诈骗分子在以恋爱交友为手段获取被害人信任后，伺机将其拉入博彩理财等骗局（win the trust of victims through a romantic relationship before tricking them into a gambling or financing trap），骗取受害人钱财。不同于其他骗局的“短、平、快”，杀猪盘最大的特点是放长线，这个过程犹如把猪养肥后再宰杀，故称。

乡字号/土字号 bucolic brands/agriculture business names

乡字号特指乡村特色产品品牌。2019年6月，国务院在《关于促进乡村产业振兴的指导意见》中明确提出，要实施农业品牌提升行动（a government initiative aiming to foster brands for agricultural products or services）,鼓励地方培育品质优良、特色鲜明的区域公用品牌，引导企业与农户等共创企业品牌，培育一批“土字号”“乡字号”产品品牌。

 

国际茶日 International Tea Day

第74届联合国大会12月19日通过决议，将每年5月21日定为“国际茶日（International Tea Day）”。

 

The resolution invites the international community to observe International Tea Day in an appropriate manner and in accordance with national priorities, through education and activities aimed at raising public awareness of the importance of tea for, inter alia, rural development and sustainable livelihoods.

联合国大会决议希望国际社会根据各国侧重以适当的方式庆祝“国际茶日”，通过教育及各类活动帮助公众更好地了解茶叶对农业发展和可持续生计等的重要性。

 

爱国爱澳 loving the motherland and loving Macao

Macao's economy registered the fastest growth and livelihoods witnessed the biggest improvement over the past two decades, President Xi Jinping said at a welcoming banquet hosted by the Macao SAR government. 国家语言资源监测与研究中心、商务印书馆等联合主办的“汉语盘点2019”揭晓仪式12月20日举行。

 

“Stability” was chosen as the hottest Chinese character related to domestic topics this year, while the phrase that swept the country was “me and my motherland”.

“稳”、“我和我的祖国”分别当选年度国内字、国内词。
 

The hottest character related to international topics was “difficulty”, and the hottest phrase related to international topics in 2019 was “trade frictions”.

“难”、“贸易摩擦”分别当选年度国际字、国际词。
 

“汉语盘点”活动至今已举办十四年，旨在“用一个字、一个词描述当年的中国与世界”，鼓励全民用语言记录生活，描述中国视野下的社会变迁和世界万象。

The campaign received thousands of suggestions from netizens nationwide since it started on Nov 20.

11月20日，“汉语盘点2019”活动启动以来，收到了网友提交的数千个字词提名。
 

Many of the submissions related to domestic and international issues, but the dominant influencing factor was the 70th anniversary of the founding of the People’s Republic of China in October.

急救设备 first-aid equipment

12月23日提请十三届全国人大常委会第十五次会议第四次审议的基本医疗卫生与健康促进法草案明确，公共场所应当按照规定配备必要的急救设备、设施。
 

The country needs to establish and improve the pre-hospital emergency system to provide "timely, standard and effective" first-aid services for patients in emergency situations, in danger, or with a critical illness, says the draft law.
草案规定，国家建立健全院前急救体系，为急危重症患者提供及时、规范、有效的急救服务。

 

民法典草案 draft civil code

十三届全国人大常委会第十五次会议12月23日在京举行，备受关注的民法典草案首次整体亮相。
 

The draft civil code consists of general provisions and six sections on property, contracts, personality rights, marriage and family, inheritance, torts and supplementary provisions.
民法典草案共7编，依次为总则编、物权编、合同编、人格权编、婚姻家庭编、继承编、侵权责任编，以及附则。

5A级旅游景区 5A-level scenic areas

12月25日，文化和旅游部发布公示，拟新增北京圆明园等22家旅游景区为国家5A级旅游景区，公示期为12月25日至12月31日。

 

Apart from the Old Summer Palace, tourist attractions in north China's Inner Mongolia autonomous region, east China's Jiangsu and Jiangxi provinces will also be included in the list of 5A-level scenic areas.
除了圆明园以外，内蒙古自治区、江苏省以及江西省的一些景点也有望新增为5A级景区。

 

进口暂定税率 provisional import tax rates
 

To expand imports, stimulate import potential and optimize the structure of imports, China will implement provisional import tax rates that are lower than the most-favored-nation (MFN) tariff rates for over 850 commodities starting Jan 1, 2020.

经过线下征集、线上投票及专家评审等多个环节综合评价，12款2019年我最心仪的“北京礼物”于近日揭晓。

 

A total of 12 products were voted the most popular Beijing gifts on Dec 27. They include artwork, face masks, traditional Chinese vodka and cakes and pastries that all feature distinctive Beijing elements.

首都功能核心区 core area of the capital
 

12月30日，《首都功能核心区控制性详细规划（街区层面）（2018年—2035年）》（草案）公示启动，听取公众意见，公示期为2019年的12月30日到2020年的1月28日。

The core area of the capital, including Dongcheng and Xicheng districts and covering an area of 92.5 square km, will be endowed with the functions of the country's political, cultural and international exchange center. The area will also serve as a key conservation area of historical and cultural heritage and a window to display the capital city of China.

首都功能核心区，包括北京市的东城区和西城区两个行政区，总面积92.5平方公里，是全国政治中心、文化中心和国际交往中心的核心承载区，是历史文化名城保护的重点地区，是展示国家首都形象的重要窗口地区。
